LISP — selected stack

IPv4 / UDP / LISP (RFC 9300 data plane and RFC 9301 control plane) / inner IPv4 / application UDP; configured EID prefixes and RLOCs; numeric peer and mapping-service addresses; participant-operated Map-Resolver and Map-Server with locally provisioned registration keys. No LISP-SEC, endpoint TLS/IPsec, or application identity layer selected. F09 architectural witness: two reachable best-priority RLOCs with zero weights, both delivering to the same destination EID; the ITR alternates successive useful packets of one UDP communication between them. Keep the outer UDP source port stable for the inner flow. Distinct provisioned underlay routes are required; no modified wire format or claimed implementation default. F37/F38: optional router-local AQM and independently administered DiffServ domains explicitly selected in the outer IPv4 transport. Outer packet conditioning/classification; RFC 9300 DSCP handling retained. No RSVP/IntServ or application reservation added.
