IP (IPv4/IPv6) — selected stack
IPv4 or IPv6 datagram service / ICMP; numeric destinations; no application TCP/UDP/TLS/QUIC or IPsec, NAT or stateful firewall; optional transit traffic-history/export disabled. Global unicast control: TCP / BGP-4 + MP-BGP. F12: IGMP/MLD + PIM-SM. Independent deployment: RFC 1918 private IPv4 or locally generated IPv6 ULA, locally provisioned routes. Global Internet allocation remains a separate requirement. F09: optional per-packet unicast next-hop rotation over provisioned multiple routes (RFC 2991), not merely flow-hashed ECMP; G04: multiple BGP reflector clusters and group-scoped PIM RPs.; C06: separate IPv6 client contexts with distinct randomized temporary sources under a shared multi-host prefix, no stable source/DNS identity or host-identifying flow-label policy reused; no continuity or on-link anonymity claim F37 witness: optional router-local AQM with congestion-dependent packet dropping (RFC 7567), without requiring application TCP or ECN feedback. F38 witness: IP-layer DiffServ domains with participant-operated classifiers, policing/shaping and priority service under local provisioning and inter-domain traffic agreements (RFC 2475). These explicitly selected router policies do not imply default Internet deployment or add RSVP/IntServ application reservations, stateful firewalling or a new transport layer.
