S04-TO: No
Rationale
The selected public Tor/onion-service composition relies on the public network directory authorities and their signed consensus. Ordinary participants cannot place those indispensable public-network roles under their own administration merely by operating a client, relay or onion service.
Assessment method
Documentary dependency inventory; profile-level inference, no runtime test
Source context
Official protocol documentation and existing selected composition
Outstanding qualification
A separately administered private Tor network would be a different deployment. This No does not deny open implementation, onion-service key ownership or censorship-resistance properties; it applies to the selected public network and the S04 control requirement.
