S04-LT: Yes
Rationale
LTP section 5 assigns link timing and operational inputs to the local operating environment. AOS 732.0-B-4 section 5 defines managed parameters without prescribing a particular management implementation. With locally supplied SABR plans, engine/peer mappings and BPSec keys, the selected mission can administer its mandatory operational components without a fixed external service provider.
Assessment method
Documentary composition review; no new execution
Source context
Primary protocol documents and Linux v6.12 local management source
Outstanding qualification
This does not waive AOS spacecraft identifier allocation or settle S03-LT. S04 permits local mission coordination and excludes identifier allocation from its test. Complete BPv7/SABR/LTP/Encapsulation/AOS integration, conformance and runtime qualification remain open.
