S04-LP: Yes
Rationale
The selected QUIC transport accepts numeric IP/UDP multiaddresses and authenticates the known Peer ID through libp2p TLS. The TLS specification uses a self-signed certificate carrying a host-key proof, rather than a public CA chain. Participants can provision keys, peer contacts and admission policy locally without a mandatory external discovery or certification operator.
Assessment method
Documentary dependency review; no runtime execution
Source context
Primary protocol and configuration documentation; selected composition
Outstanding qualification
This applies to the existing known-peer profile. It does not add public DHT bootstrap, relays or NAT services, nor claim that arbitrary libp2p applications avoid external services.
