S04-IP: Yes
Rationale
The declared independent-deployment profile permits locally provisioned private IPv4 or IPv6 ULA addressing and routes. Participants can operate routers and any selected routing-control roles themselves; the datagram service does not mandate a vendor cloud, activation authority or external trust service.
Assessment method
Documentary review; no new sleep, load or network execution
Source context
Pinned PRP architecture/lifecycle and primary IP RFCs; retained bytes, 2026-10-15
Outstanding qualification
Credit administration of the independent network, not global public reachability or issuer-free cryptographic identity. RFC 4193 also permits locally assigned ULA prefixes. Local network administrators and allocation choices remain; they are allowed by S04.
