S04-GN: Yes
Rationale
The 0.20.x manual documents disabling default bootstrap contacts and directly importing a peer HELLO. With the selected numeric private-IP neighbors and local keys, participants can administer the UDP/CORE/CADET/R5N nodes and discovery roles themselves; a gnunet.org hostlist is not mandatory.
Assessment method
Documentary dependency review; no runtime execution
Source context
Primary protocol and configuration documentation; selected composition
Outstanding qualification
Disable bundled external contacts and hostlist learning as required by the existing profile; importing local HELLOs is not automatic zero-configuration discovery. Complete executable integration and global capacity remain separate qualifications.
