Rationale
The selected BP/TCPCL composition uses participant-operated CAs, locally installed trust, numeric peers and locally provisioned BPSec keys. Its mandatory transport, certification and bundle-forwarding roles can be operated by the participants; public CA, online OCSP and hosted discovery are not selected.
