Rationale
For the already selected private direct-serial deployment, Linux NET/ROM exposes locally provisioned node addresses and route insertion through nr_set_mac_address and nr_add_node. Participants administer the interfaces, node labels and routes; there is no required external directory, identity signer, activation or hosted coordination service in that composition.

Outstanding qualification
