Rationale
For the explicitly selected independent deployment, peers use numeric private IPv4 addresses and locally known PRP identities. RFC 1918 section 3 permits private address use without coordination with IANA or an Internet registry. This removes a mandatory external allocator for that private network, not internal address configuration, inter-network collision management or public Internet allocation dependencies.
