S03-LI: Yes

Rationale

A cooperating private deployment can provision IPv4 EIDs, RLOCs and numeric mapping-service addresses from RFC 1918 space. Its participant-operated mapping system and local registration keys need no public DNS delegation or external address allocator. This is the independent-domain capability assessed by S03, not global Internet reachability.

Assessment method

Documentary scope review

Source context

Primary RFCs and IETF Trust provisions

Outstanding qualification

Use non-overlapping private subnets within the cooperating domain and participant-operated mappings. Public routing, public EID uniqueness and Internet interconnection require separate arrangements; no change to global-scale verdicts.
