S03-IL: Yes

Rationale

ILNP permits local Locators based on IPv6 ULA prefixes. An independent domain can combine those locally generated prefixes with local NIDs and locally administered DNS NID/L64 records, without public address allocation or DNS delegation. RFC 6748 describes local numbering and local DNS operation.

Assessment method

Documentary scope review

Source context

Primary RFCs and IETF Trust provisions

Outstanding qualification

Independent-domain witness only, without public connectivity or locator rewriting. DNS is still required in this composition and remains a local authority; this does not change S01 or claim that the baseline external-DNS bootstrap works through an outage.
