S01-RI: Yes
Rationale
The selected unsecured RPL mode does not invoke the separate authentication authority used by authenticated RPL mode. Participant-operated routing and locally provisioned end-to-end DTLS PSKs permit communication without an external identity or governance service.
Assessment method
Documentary dependency and state inventory; no execution
Source context
Primary protocol specifications and selected local deployment/trust configuration
Outstanding qualification
A root is still required for the RPL instance; a communicating participant can perform that role. This is not a claim that RPL has no coordination point or that every RPL security mode is authority-free. Link admission remains local.
