Rationale

Correction: although NIP-01 has no Nostr-wide authority, the selected public WSS-hostname stack requires external DNS naming infrastructure. S01 expressly counts mandatory naming authorities; deferring all naming dependency to S03 was inconsistent. A private numeric-address composition would require its own explicit profile.
