S01-AX: Yes

Rationale

For the already declared direct-serial role, willing peers can configure their node/user labels, links and routes locally. The historical NET/ROM manual documents RS232 interconnection using its network and transport layers. Linux address conversion, NET/ROM interface address assignment and route insertion operate on local labels without a mandatory external identity signer or directory lookup. Local OS privileges and peer admission are not an external protocol authority. This decision covers a private serial network; it does not assert permission to transmit on amateur spectrum or to use arbitrary callsigns on a public radio network.

Assessment method

Pinned primary-source inspection and bounded configuration/topology inference; no execution

Source context

Linux v6.12 source; NET/ROM 1.3 manual where indicated

Outstanding qualification

Use isolated serial peers with locally agreed unique labels and routes, without RF or external services. Verify circuit establishment and data exchange. This is a technical independence witness, not a radio-licensing opinion.
