L02-RT: Yes

Rationale

The previously identified independent Reticulum implementation Leviculum declares AGPL-3.0-or-later in its workspace, attributed to Lew Palm, and its core crate inherits that license. The pinned LICENSE contains AGPLv3 section 11, expressly granting royalty-free rights under each contributor's essential patent claims for its contributor version. This qualifies as a published, implementation-bound declaration. It does not derive a patent promise from the Python reference license or the protocol public-domain statement.

Assessment method

Documentary patent-declaration scope review; no runtime or legal clearance

Source context

Pinned public license clauses and source/package attribution, reviewed 2026-10-22

Outstanding qualification

Credit contributor-controlled essential claims within the licensed Leviculum contributor versions only; claims arising solely from further modifications are excluded by the definition. License compliance, including applicable source and network-interaction obligations, remains required. This is not a declaration by Mark Qvist, a waiver of dependency/third-party rights or a promise for all Reticulum reimplementations. E03-RT remains Pending: the previous selected-1.5.5 coverage and dependency gaps are not resolved by a patent clause. The same distinction already applies to the Arti L02 witness with incomplete selected implementation coverage. No interoperability, maturity, performance or legal-enforceability finding is made.
