L02-LT: Yes

Rationale

DTN7-RS supplies a published patent-grant witness for the BPv7 layer common to this composition. At the pinned commit, package dtn7 0.22.0 identifies RFC 9171 and offers MIT OR Apache-2.0; COPYRIGHT attributes the project to Lars Baumgaertner. Selecting Apache-2.0 invokes section 3, an express royalty-free grant for contributor-controlled claims necessarily infringed by contributions alone or with the licensed Work. The README applies the dual-license terms to intentional contributions unless expressly stated otherwise. This meets the existing holder-bounded, implementation-bound L02 rule. These three cells share one BP-layer witness; they are not three independent grants or a complete-stack patent clearance.

Assessment method

Common-layer, holder-bounded patent-declaration review; no runtime or legal clearance

Source context

Pinned DTN7-RS license, attribution, package metadata and BP code; 2026-10-22

Outstanding qualification

Credit only covered DTN7-RS contributions and the licensed Work under the Apache option, with patent-litigation termination and other conditions. No grant is attributed to NASA/JPL/Caltech ION, CCSDS, TCPCL/TLS, CGR/SABR, LTP, Encapsulation/AOS, dependencies or unrelated patent holders. No promise covers every independently written BP implementation. The new witness does not replace the selected deployment or demonstrate its complete security, routing or carrier composition; E03 and other technical cells remain unchanged. License selection is not a finding of patent existence, validity, infringement or legal enforceability.
