L02-AX: Yes

Rationale

LinBPQ L2Code.c, L3Code.c and L4Code.c at the pinned commit carry copyright notices attributed to John Wiseman G8BPQ and explicitly license LinBPQ/BPQ32 under GPL version 3 or later. The inspected files contain AX.25 frame handling, NET/ROM node/routing messages and NET/ROM transport connection handling. GPLv3 section 11 supplies an express royalty-free patent grant for each contributor version under that contributor's essential patent claims. This is an additional implementation-bound witness under the existing L02 rule, separate from the previously inconclusive Linux kernel GPLv2 composition.

Assessment method

Documentary patent-grant and code-role mapping; no runtime or legal clearance

Source context

Pinned LinBPQ source notices and official GPLv3 section 11, reviewed 2026-10-22

Outstanding qualification

Credit only the covered LinBPQ contributor versions and controlled essential claims; claims arising solely from further modifications are excluded by the license definition. License compliance remains required. The repository has no root LICENSE/COPYING in the inspected tree; attribution rests on explicit source notices referring to the GPL and the official GPLv3 text, not a repository badge. No grant is inferred for Linux, original NET/ROM vendors, third-party libraries or independent implementations. This does not audit all repository files or qualify a complete executable profile. Optional TCP transport, INP3 and BBS behavior present in LinBPQ are not added to the selected direct-radio/serial composition. No runtime, radio operation or legal enforceability finding; all other cells remain unchanged.
