Rationale
The selected NDN/NFD composition has a licensed source-defined protocol path. ndn-cxx 0.9.0 embeds Interest/Data interfaces, TLV type and signature identifiers, NDNLP field definitions, NFD management parameter serialization and signature-verification interfaces under LGPL-3.0-or-later. NFD 24.07 supplies GPL-3.0-or-later link-service processing, direct Ethernet framing and forwarding definitions. These identified grants cover the embedded definitions and permit use and adaptation, including commercial use, subject to their distribution conditions. The path therefore does not require assigning a website footer or a future-facing policy to the separately maintained packet-specification repository. This uses the same source-embedded-definition approach accepted for other stacks. Known names, configured local trust anchors and direct Ethernet remain the selected composition.

Outstanding qualification
Preserve GPL/LGPL notices, modification notices and applicable corresponding-source, copyleft and combined-work obligations. NFD is GPL-3.0-or-later; ndn-cxx is LGPL-3.0-or-later, with GPL text incorporated by that license. This does not relicense separate specification prose, IEEE publications or hardware designs. The verdict concerns the selected protocol interfaces and does not add NLSR, public testbed enrollment, IP faces or application synchronization. No new interoperability, runtime, patent-clearance or legal certification follows. The separate specification repositories retain the earlier documented grant-mapping uncertainty, but are no longer required for this alternative licensed definition path.
