Rationale
The CCSDS publication catalog supplies an actual general reproduction policy: reasonable reuse of publication material is allowed with attribution, and written reprint permission is available on request. SABR 734.3-B-1 is a public Recommended Standard intended for implementation; its voluntary endorsement and inter-agency service arrangements are distinct from copyright permission. The reproduction policy improves the evidence but does not explicitly establish the unrestricted use/implementation scope required by L01. The LTP column additionally requires coverage of CCSDS 734.1-B-1 Annex B, Encapsulation 133.1-B-3 and AOS 732.0-B-4, alongside the IETF BPv7/BPSec/LTP documents.
