L01-LP: Yes

Rationale

A licensed source-defined protocol path closes the earlier specification-rights gap without assigning the portal license to the separate specs repository. The selected go-libp2p v0.50.0 witness supplies MIT-licensed TLS identity-extension schemas, signing and verification rules, Peer ID construction, public-key protobuf schema, QUIC integration and ConnectionGater interfaces. Its pinned multiformats dependencies supply MIT-licensed multistream-select framing and negotiation, multihash encoding and multiaddr encoding definitions. The protobuf wire-format implementation is BSD-3-Clause licensed. IETF implementation permissions cover IP, UDP, QUIC and TLS; the selected quic-go dependency is also MIT licensed. These embedded definitions provide a route to use and implement the selected interfaces for any purpose, including commercial use, under the stated notices. This is the same source-defined-definition approach accepted for other stacks, rather than treating software availability alone as permission to copy unrelated specifications.

Assessment method

Pinned embedded definitions and grant coverage; documentary inference

Source context

go-libp2p, selected multiformats and protobuf definitions; applicable grants

Outstanding qualification

Retain MIT/BSD notices and disclaimers in covered copies and respect the BSD non-endorsement clause. The separate modern specification repository and website prose are not relicensed by this finding. The witness retains native QUIC, known numeric peers and Peer IDs; it does not substitute pubsub, WebTransport or a hosted service. The v0.50.0 witness was already selected for K01; historical per-cell configurations are not silently requalified. No patent clearance, interoperability certification, universal downgrade resistance or new runtime result follows from L01.
