L01-IL: Pending
Rationale
The actual publication-era Trust Legal Provisions, effective 28 December 2009, were recovered. Sections 8.c and 8.g explicitly cover the IRTF stream, while excluding the section-4 code-component grant; section 6.c.i describes the no-derivatives notice used by ILNP. This resolves the historical-policy lookup, but does not itself establish the requested unrestricted implementation permission.
Assessment method
Publication-era primary policy review
Source context
IETF Trust Legal Provisions, version 4, sections 6.c and 8
Outstanding qualification
The remaining issue is implementation/use permission distinct from copying or modifying specification prose and extracted code. Do not interpret the document restriction as a protocol-use prohibition, or the general IETF code grant as applicable to these IRTF documents. Patent commitments remain separate under L02; no holder contact was made.
