L01-CX: Yes
Rationale
CCNx RFCs 8569 and 8609 use the IRTF alternate-stream copyright notice. TLP sections 8.c and 8.g apply the section 3.a grant without restricting it to the IETF standards process. Together with the IPv4/UDP rights framework, this supports implementation and use of the selected composition without individual permission or a field-of-use restriction.
Assessment method
Documentary rights-scope interpretation; no patent clearance
Source context
IETF Trust TLP, publication-era guidance and RFC stream notices
Outstanding qualification
Do not label the IRTF grant as the section 4 BSD code-component license: section 8.g expressly excludes that section. Retain applicable notices and attribution. Copyright permission does not establish patent clearance or project endorsement.
