L01-CG: Pending

Rationale

The CCSDS publication catalog supplies an actual general reproduction policy: reasonable reuse of publication material is allowed with attribution, and written reprint permission is available on request. SABR 734.3-B-1 is a public Recommended Standard intended for implementation; its voluntary endorsement and inter-agency service arrangements are distinct from copyright permission. The reproduction policy improves the evidence but does not explicitly establish the unrestricted use/implementation scope required by L01. The CGR column also requires the already identified IETF implementation permissions for IPv4/TCP/TLS/TCPCLv4/BPv7/BPSec.

Assessment method

Documentary review; no external consultation or legal clearance

Source context

Official CCSDS reproduction policy and SABR authority/intent pages, 2026-10-15

Outstanding qualification

Clarify whether the CCSDS policy covers independent implementation for any purpose without individual permission, and check any document-specific third-party exceptions across the selected composition. Do not interpret optional written reprint confirmation as a mandatory implementation approval. Public availability, interoperability intent and a software license alone do not settle the remaining scope.
