L01-AX: Pending
Rationale
The historical NET/ROM 1.3 manual now supplies a concrete rights notice: Software 2000 attributes the document and software separately, and conditions use/copying of its software on a license or nondisclosure agreement. That software restriction does not establish a prohibition on independent implementation of the described protocol. The AX.25 2.2 revision dated 11 November 1997, retrieved from TAPR, attributes copyright to TAPR and ARRL but supplies no general implementation grant in the inspected rights notice. This is an additional historical candidate, not a silent replacement of the selected AX.25 v2 profile. Neither document closes L01; the cell remains Pending rather than being marked No from the proprietary NET/ROM product notice.
Assessment method
Documentary rights-scope review; no holder consultation or legal clearance
Source context
Historical Software 2000 manual and TAPR-hosted AX.25 document, reviewed 2026-10-22
Outstanding qualification
Locate an attributable implementation/use permission for the exact AX.25 v2 and classic NET/ROM specification path, or a complete alternative licensed description of that same profile. The AX.25 2.2 notice cannot automatically license earlier editions. The NET/ROM scan is publisher material retained by an archival host; no publisher signature was verified. Linux implementation licensing, RF licensing, copyright permission and patent commitments remain separate questions. Failed HTTP requests and searches are not evidence that permission does not exist.
