G05-SC: Yes

Rationale

Editorial plausibility inference: SCION addresses combine ISD, AS and an AS-local host address. Reusing IPv4 host addresses in different ASes does not collide in that namespace. Its control plane discovers and registers selected AS path segments; endpoints combine segments, and packets carry forwarding paths. Regional ISDs separate intra-domain and core discovery. Thus growing the host population within regional ASes does not require one inter-domain route or beacon per host. The selected IPv4/UDP underlay can connect border services while endpoint addresses remain AS-local. A distributed path-service deployment and bounded selected path sets provide a credible scaling route on existing regional interconnections.

Outstanding qualification

Architectural inference, not a measured global deployment or implementation qualification. Use the common physical regional infrastructure and workload; no extra inter-region links or favorable substitute topology are assumed. The sizing examples are explicit planning assumptions, not measured record sizes, cache-hit rates or throughput. Place additional service capacity inside existing regional sites and charge its memory, replication and traffic. Arbitrary deaggregation, all-to-all simultaneous sessions, pathological churn and exhaustive path retention are not the witness. Actual skew, control traffic, certificate/DNS updates, CPU, failures and link provisioning need engineering sizing. The historical latency and memory references are not jointly certified. Existing implementation, independent-evidence and security cells are unchanged.
