G04-RI: Yes
Rationale
RFC 6550 section 3.1.3 permits multiple independent DODAG roots. Separate non-storing DODAGs can partition downward route state among participant-operated roots, with ordinary IPv6 reachability between their domains. Pairwise endpoint DTLS has no mandatory central key server.
Assessment method
Documentary and source review; no new runtime execution
Source context
Primary specifications, retained implementation sources and deployment documentation
Outstanding qualification
Credit multiple independent domains, not replication of one virtual root: virtual-root synchronization is not supplied by this RFC. Each non-storing root still holds its domain topology. Inter-domain routes and pairwise keys need provisioning; G01/G05 and quantitative capacity remain separate.
