G04-RA: Yes
Rationale
RINA partitions communication into recursively composed DIF scopes. Each scope has cooperating IPC processes with routing and directory functions; IRATI distributes directory updates within each DIF and runs local IPC managers. Adding scopes and their infrastructure can distribute routing/discovery work without an obligatory single global coordinator.
Assessment method
Primary documentation and external-report scope inspection; no runtime test
Source context
RINA architecture, IRATI and external evidence review
Outstanding qualification
Architectural Yes for scoped distribution, not a global-capacity result. The current directory is fully replicated within each DIF, so enlarging one DIF still increases replication cost. The selected local configuration does not silently acquire the optional dynamic DIF allocator. Administrative provisioning, failure recovery and quantified global workloads remain separate qualifications.
