G03-TO: Yes

Rationale

For a known onion-service identity, a Tor client requests the needed descriptor from an appropriate HSDir, then uses introduction and rendezvous circuits. Relays forward through circuit state; they need not catalog every final onion-service or client identity. Service descriptors are distributed among HSDirs rather than all downloaded by every client.

Assessment method

Primary specification and pinned code review; no runtime experiment

Source context

Selected discovery and pathfinder mechanisms

Outstanding qualification

The selected client-authorization material and public relay-directory infrastructure remain necessary. Relay consensus distribution is not removed: this verdict concerns complete final-participant identity catalogs. Descriptor availability, circuit construction, directory trust and resource costs remain separate; no arbitrary-name discovery or global-capacity finding is implied.
