Rationale
SCION discovers and registers AS-level path segments; an endpoint obtains segments and combines a forwarding path carried in packet headers. Inter-domain forwarding is independent of the endpoint-local address. Neither path resolution nor transit forwarding requires every node to catalog every final endpoint identity.
