Rationale

PRP architecture sections 7.1/7.2 describe installed local forwarding entries and next-hop bindings. Section 8.4 describes relationship-scoped Bloom discovery hints followed by exact lookup and destination proof. These mechanisms do not require every transit participant to replicate a complete catalog of all final identities.
