Rationale

NIP-01 clients publish events and subscribe with filters to selected relays. A relay matches requests against its own event set; neither every client nor every relay must replicate a complete global author or event catalog. The selected IP underlay likewise does not require every transit router to catalog all Nostr authors.

Outstanding qualification

Discovery here means retrieving matching events from configured relays. NIP-01 supplies neither global relay discovery nor complete search across all relays. The selected hostname resolution and IP routing dependencies remain. Availability depends on publication to reachable queried relays; this is not peer-to-peer packet routing or proof of global scale.
