G03-LP: Yes
Rationale
The selected direct QUIC composition starts from known numeric peer addresses. Connection state is specific to contacted peers; underlay transit can forward through prefix/default routes and local neighbor resolution without a complete per-endpoint catalog. The selected libp2p Peer IDs and peer contact records do not require every transit node to replicate all Peer IDs.
Assessment method
Primary documentary reassessment; no runtime experiment
Source context
RFC routing/discovery mechanisms and pinned Meshtastic header
Outstanding qualification
This covers the declared known-peer composition and actual forwarding state, not an unselected arbitrary-peer discovery service. No DHT or rendezvous service is silently introduced. Upstream BGP prefix state, lookup cost and global capacity remain separate G01/G05 questions; the same known-numeric-destination boundary is used for standalone IP.
