G03-LI: Yes

Rationale

LISP ITRs resolve EID-to-RLOC mappings through Map-Resolvers and retain on-demand Map-Caches. ETRs register their EID prefixes; ordinary underlay transit forwards to RLOCs. This separates discovery and forwarding from replication of every final EID at every node.

Assessment method

Primary documentary reassessment; no runtime experiment

Source context

RFC routing/discovery mechanisms and pinned Meshtastic header

Outstanding qualification

The mapping infrastructure still maintains authoritative state, and deployment choices can replicate it. The criterion permits scoped services and does not require absence of all large tables anywhere. This result does not settle the complete-underlay G01 criterion or the capacity of the mapping database.
