G03-IL: Yes
Rationale
ILNP resolves the relevant NID/L64 DNS records and retains correspondent bindings in its ILCC. Transit forwards on Locator prefixes rather than requiring a complete catalog of every Node Identifier. Discovery queries and forwarding therefore do not force all nodes to replicate global endpoint identities.
Assessment method
Primary documentary reassessment; no runtime experiment
Source context
RFC routing/discovery mechanisms and pinned Meshtastic header
Outstanding qualification
Authoritative DNS, caches and correspondent state remain real dependencies. Existing IPv6-style prefix routing is retained. Neither lookup latency nor absence of global reachability state elsewhere is inferred; no arbitrary scaling or runtime qualification follows.
