G02-TO: Yes
Rationale
A destination onion service retains its identity across an access change, rebuilds introduction circuits and uploads current descriptors to the responsible HSDirs. Clients obtain those descriptors and build new introduction/rendezvous circuits. Updates concern those directories, participating circuit relays and interested clients; they are not a per-service announcement to every Tor relay or Internet router. The introduction information used outside the affected access region actually changes.
Assessment method
Primary documentation and pinned source review; no runtime experiment
Source context
libp2p Identify Push and Tor onion descriptor distribution
Outstanding qualification
Retain service identity and client-authorization material, reachable Tor access and usable directory information. The new access prefix is already routed; the ordinary global relay consensus remains a dependency but is not updated with each onion service's attachment. Descriptor replicas, rotation and caches remain relevant control state. Stale descriptors and unavailable guards/directories can delay recovery. No preservation of existing streams, OnionBalance, Conflux execution or bounded recovery time is credited. This is an architectural witness, not a mobility experiment.
