G02-LP: Yes

Rationale

With overlapping reachable attachments, a destination peer advertises its new numeric QUIC listen address through Identify Push to connected peers. They update their peerstores under the unchanged Peer ID and can subsequently dial the new attachment. Pinned go-libp2p sends pushes over its existing connection set, rather than flooding a global membership directory. Remote communication state therefore changes while unrelated participants receive no per-peer location update.

Assessment method

Primary documentation and pinned source review; no runtime experiment

Source context

libp2p Identify Push and Tor onion descriptor distribution

Outstanding qualification

Use the existing C01 witness: learn the new address before the only old path fails, retain it until redial, and satisfy ConnectionGater and address filters. Both underlay prefixes are already routed; local attachment and interested peerstore state change. Cold discovery by arbitrary disconnected peers is not provided by this composition. Abrupt movement with no reachable known address can fail. No DHT, DNS, relay discovery, uninterrupted stream or global convergence guarantee is added.
