G01-TS: No
Rationale
The selected routed Internet underlay retains conventional BGP global prefix reachability. A small endpoint routing table or partitioned tailnet discovery moves that dependency upstream rather than removing it.
Assessment method
Primary documentation, pinned source and explicit whole-stack inference
Source context
Tailscale bootstrap DNS, infrastructure requirements and RFC 4271
Outstanding qualification
Applies the same whole-stack Internet-underlay convention as IP and PRP-over-IP. It does not assert that every router holds a full table or that every possible private IP topology needs BGP. This does not decide G05 scalability.
