Rationale
The documented SCION core control plane receives beacons from every other core AS and selects paths per origin core AS. It therefore retains global core-AS reachability, although non-core down-segments are distributed among the relevant cores. G01 includes complete global transit/control catalogs, as in the Tor decision; it does not require a table of every endpoint. Packet-carried forwarding does not eliminate this core inventory. This is not a claim that every AS holds all non-core routes, nor that SCION needs global BGP for neighbor-only underlay links.
