G01-PN: Yes

Rationale

Yes at the architectural level for native PRP. The scoped Bloom discovery construction retains local destination catalogs, adjacency state and bounded nonrecursive horizon summaries; requester-directed exploration obtains further hints through contacts and confirms the destination exactly. Paths learned by the requester can be retained selectively. This construction does not require a transit router or control service to enumerate all globally reachable identities. Summary positives are candidates, not exact global routes. The global graph/catalog arrays in the experimental harness describe the simulated environment, not a mandatory directory queried by the deployed requester. The earlier DISC-005 authorized-introduction gate concerned a specific discovery exchange and is not a necessary condition for this state-placement criterion. This decision follows the mechanism inventory, not merely G05's Yes.

Assessment method

Architectural state inventory and reconciliation of later evidence

Source context

PRP architecture section 8.4; BloomRoute scoped catalogs, bounded horizons and observed-path exploration

Outstanding qualification

Conditional on reachable, published targets within the selected relationship views and usable adjacencies. G01 does not grant application access, require discovery of unpublished identities, or guarantee cheap exhaustive search. False positives, saturation and finite exploration budgets can make discovery expensive or unsuccessful; the adverse BloomRoute results remain relevant. The evidence is an architectural construction with modeled path/session transport, not integrated HS2 or normative DISC-005 interoperability. It does not establish measured world-scale capacity, latency or zero routing state. Optional recursive/global catalogs are not credited as the witness. PRP over the selected globally BGP-routed IP underlay remains No for whole-stack G01.
