G01-PI: No
Rationale
Fix the previously unspecified global underlay of the IPv4/UDP/PRP column to the conventional BGP-routed Internet, consistently with IP, multipath QUIC and the global profiles refined in round119. Under that composition, PRP packets still require IP reachability between their transport peers. A default route at the endpoint moves global prefix reachability into upstream infrastructure rather than removing it. G01 evaluates the complete stack, so this selected composition is No regardless of how PRP partitions its own identity discovery. This is not a theorem that every IP topology needs BGP, that every router has a full table, or that PRP requires a global identity table. Adjacent-only/private IP meshes and native PRP are distinct constructions. Native G01-PN remains Pending; its discovery-signaling evidence is unchanged.
Assessment method
Explicit whole-stack deployment inference; no network or scale experiment
