Rationale
The global witness selects IPv6 with BGP/MP-BGP prefix routing. For global deployment, explicitly select the same conventional BGP-routed IPv4/IPv6 Internet underlay used by the IP column. QUIC and its multipath extension select endpoint paths over that underlay; they do not replace its global prefix reachability infrastructure. Edge defaults and multiple QUIC paths do not remove those upstream tables. This is a whole-stack profile verdict, not a claim that every possible IP topology requires a full table or that QUIC itself maintains BGP routes.
