Rationale
Explicit deployment refinement: use conventional globally routed IPv4/BGP, as already selected for IP and MQ. Edge defaults relocate global prefix reachability upstream rather than eliminate it. Known numeric peers and Peer IDs still require QUIC transport reachability. Peer discovery remains distinct from IP forwarding. No DHT or circuit relay is implicitly added; an optional partitioned peer directory would not remove the selected global IP infrastructure. This is a whole-stack verdict for that deployment, not a theorem about every possible IP topology.
