G01-LI: No
Rationale
The conventional Internet deployment still routes outer RLOCs through IP prefix-routing infrastructure. A partial EID Map-Cache does not remove the global-prefix responsibility of that underlay. This applies the same complete-stack boundary as G01-IP.
Assessment method
Primary-source review and explicitly bounded composition inference; no execution
Source context
RFCs, project release evidence and OS interface documentation
Outstanding qualification
Bounded to conventional global Internet interconnection, not a theorem about every possible IP routing design. LISP can distribute EID mappings and reduce their exposure to transit; that is not elimination of underlay global reachability state. Private-domain operation is a separate result.
