G01-CX: No
Rationale
For the global case, explicitly select the same conventional BGP-routed IPv4 underlay used for IP, PRP-over-IP and Multipath QUIC. CCNx names, FIB aggregation and pending-Interest state do not remove IP reachability between UDP forwarders in that composition. The whole-stack criterion includes the upstream global prefix tables even when an individual CCNx forwarder only knows its next hop.
Assessment method
Documentary composition and evidence reconciliation; no new runtime execution
Source context
Primary RFCs, explicit deployment convention and retained local experiment receipts
Outstanding qualification
This does not assert that native CCNx or an adjacent-only private IP mesh intrinsically requires global name or prefix tables. Those are different global constructions and have not been selected here. The independent private configuration remains available for S03/S04. No claim is made about a complete catalog of names, global scalability or packet measurements.
