F39-NS: Yes
Rationale
NIP-01 provides live event publication and subscriptions by author key. The selected relay broadcasts accepted events internally, matches each connection subscription, and writes to that subscriber WebSocket. With the relay and applications co-resident, this is local publish/subscribe IPC; a remote subscriber uses the same author reference and subscription through its network connection.
Assessment method
Native pub/sub specification, pinned relay dispatch and host-local IP delivery
Source context
NIP-01 EVENT/REQ author subscriptions; nostr-rs-relay server.rs and subscription.rs; Linux local routes
Outstanding qualification
Yes is bounded to native relay-mediated publish/subscribe and the explicitly co-hosted relay leg. Provisioning the relay endpoint is required; applications do not encode the publishing peer physical location. Use a newly published event after subscription so the witness is live communication, not retrieval of an old stored event. No direct connection, request/reply protocol, confidentiality, exactly-once delivery, zero-copy or runtime validation is claimed. A deployment using only off-host relays does not supply this local-delivery witness.
