F39-MQ: No
Rationale
The selected QUIC composition initiates communication with numeric IP/UDP endpoints. Connection IDs preserve an existing connection across path changes; they are not a logical peer discovery and local/remote IPC naming service.
Assessment method
Primary specifications and retained implementation-source review; no runtime test
Source context
Native IPC naming, local dispatch and selected service boundary
Outstanding qualification
Local QUIC communication is possible. The missing element is the full location-independent application reference, not a requirement for shared memory or bypassing the network stack. Multipath does not supply that naming layer.
