F39-IP: No
Rationale
The selected IP-only service addresses interfaces and delivers datagrams; it supplies no logical process-reference and IPC service independent of host addressing. Ordinary IP local delivery does not add that missing abstraction.
Assessment method
Primary specifications and retained implementation-source review; no runtime test
Source context
Native IPC naming, local dispatch and selected service boundary
Outstanding qualification
No TCP/UDP application service or naming layer is selected. The verdict does not deny loopback or delivery to an address assigned to the same host; it concerns the full F39 application contract.
