F39-AX: Yes
Rationale
Linux NET/ROM connects using a destination callsign/SSID through AF_NETROM. nr_route_frame detects a locally assigned destination and queues locally originated traffic for loopback; otherwise it selects the remote node route. nr_rx_frame finds the listening socket by the same destination callsign.
Assessment method
Primary specifications, pinned source and explicit local-delivery composition; no runtime test
Source context
NET/ROM local dispatch, LISP EID separation and Tailscale Linux address assignment
Outstanding qualification
Linux v6.12 source-supported capability. A configured callsign/SSID must identify the intended listening service; UID/callsign and device provisioning remain administrative. This does not provide arbitrary per-process cryptographic identities or unlimited service multiplexing. Native circuit handling serves local and remote clients without an added BBS or IP service. No radio deployment, executable test or zero-copy claim.
