F38-LT: Yes
Rationale
The selected AOS layer gives local management control over the actual transmission order of virtual channels within a master channel and master channels sharing a physical channel. CCSDS 732.0-B-4 sections 4.2.5.2-3 and 4.2.6.2-3 require the multiplexers to apply management-defined ordering and project-defined algorithms considering priority, release rate and timing. The controlled resource is the local outgoing channel; the enforcement point is its frame multiplexer. Different administered links can use different scheduling policies without imposing one network-wide policy.
Assessment method
Normative local-resource and enforcement-point audit
Source context
CCSDS 732.0-B-4, October 2021, sections 4.2.5 and 4.2.6
Outstanding qualification
Yes is architectural and restricted to the selected AOS channel-management and multiplexing functions. It does not assert a particular scheduler implementation, per-bundle fairness, cryptographic admission, distributed reservation, hard end-to-end QoS, or an integrated flight test. Project management supplies the scheduling algorithm and channel configuration. F37 congestion feedback remains separately Pending; a local transmission scheduler is not evidence of congestion observation.
